My saxo hasn't been ran for about 4 years. It's been turned over but not driven. Starting to get it ready to drive and I've noticed quite a bit of white smoke and brown liquid spurting out of the exhaust. Any help?

If its been stood for 4 years it will need all fluids changed, oil, coolant, brake.
Check operation of brakes as there is a good chance that they are seized!
Check condition of tyres - cracking flat spots!

should have changed all fluids before even starting the engine. Probably has a few rotten bits in there if it hasn't moved for that long. Brown liquid out of the exhaust is rust.

Rust usually bets worse, hard to say from here. Cars usually tend to fall apart when left somewhere and not used / serviced.
What you have is most likely remnants of standing water in your exhaust. If that was my car, I would take the exhaust off and get rid of the water manually, then check the amount of actual rust by looking inside.
After 4 years it's likely to have rubber plastic components getting porous / failing, wouldn't be surprised if the gasket seal would fail within miles for instance, and most likely the tyres are shot. Needs a full service before getting back on the road.
