Saxo vts 2003 Rear fog light question

I know this might sound nooby to some but I am not sure of this one.

I have 2 rear fog lights 1 left 1 right.

However Drivers side is only working and passenger side is not.

Is this meant to be like this or are both meant to be working as I know on a fair few cars only one side actually works. Also are they on independent fuses at the fuse box or do they run off the same one.

Use the search button mate, they all come with just the one fog light working as standard but if you like you can very easily wire it up so both rear fogs come on following this guide - http://www.saxperience.com/forum/showthread.php?t=415853

Cut the plastic tab out of the lighting board on the unused side & pop a fog light in voila.

Later cars 2001- onwards only had one fog light.
