How long after sending money do I have to claim against a seller for not sending out a part (I paid the additional charges to cover my arse so its not a 'gift')

60 days?!
I took this from the Paypal website:
Buyers must raise a dispute within 45 days of a single PayPal payment for the full price of the item. If no satisfactory response is received from the seller, a claim must be filed within 20 days of raising the dispute
And I read you only have to wait 7 days until you can file the dispute. So anywhere from 7-45 days.

Was it sent as a goods payment rather than a gift?
If this is for what I think it is, I'd send an email to his paypal address as it's probably his regular email, threatening police action
