mine stay on all the time, and im sure sidelights on all cars stay on all the time aswell
cause ive definatly seen the halo rings on BMW X5's lit up when their headlights were on

not neccessarily, mine are E marked but are illegal apparently cause their blue rings, reffari yours are white so you'll be fine
they come on with the sidelights and stay on with the main beam
just like your normal sidelights would
theres a wee hole at the top of the lights for standard sidelight bulbs if you ever need to disconnect the angels,im using this until i connect them back up:P

angel eyes are 100% MOT legal so i suspect they are legal in all sense of the meaning

They are definately not illegal. If they pass an MOT which they do they are fine.
