right well its back to physics, it depends on a few things:
certain materials have the ability to lose and gain electrons, which means they can become charged like rubbing a balloon on your hair. You rub electron off your hair and onto the rubber balloon which creates an electric charge.
The same happens with the car it can build up static electric charge and so can items of your clothes. So when you get out and touch the car you send a large charge to yourself.
Now humidity plays a part in it too as if the air is damp then charge doesn't build up so much as the air will leak the charge away gradually.
The way to stop static is to earth yourself, this way when the charge hits you it goes down a low resistance cable and drains away into the ground rather than going through you. Earthing yourself is a little difficult in a car though you can buy these conductive strips which you hang off your bumper and drag along the ground, you might have seen them on some cars. These should solve the problem but don't look particularly good.
So the other way is to experiment with different clothes and shoes as some materials will build up charge very quickly while others will not build up charge at all.
yes static shocks are a pain in the arse and can be quite painfull!!!.

If you know its going to happen though, the sparks look cool jumping between your finger and the car body... when seen at night. <img src= "smileys/silly.gif">
