So i understand that your saying, dont save the quotation over the phone line and ring back at the end of the month so they will lower the price to meet their targets?

Well firstly, with more than i know they dont do such a thing, a quote is a fixed price, they can only lower a renewal premium.

Might be different with other insurance companies, but they do all have targets.

Dont see companies giving them the ability to adjust prices so they hit targets.

As far as I am aware quotes are not cheaper at the end of the month. All the prices can change from a day to day basis. You dont need to delete quote if you call them up a week after the quote, could ask if they have anything cheaper saves going through the whold quote again. There is things some advisors do to get it cheaper if they want to get the sale to meet their own targets.
There is quite a few ways to cheat and get cheaper insurance.

Same as people saying driving testers have quotas and you shoud take it at te beginning of the month as they are only able to pass a certain amount of people.

Beginning, middle or end of the month they can't fail you if you do nothing wrong so basically it's probably a load of poo :p

What are they?

Well Norwich union dont ask for proof of NCD. So you could for example have insurance with them for a year telling them they you have 4yrs NCD. After the year they will give you your renewal form with 5 years NCD. There is your proof for other insurance companies.

Or you could put business use on your car and find an address that is a low risk area. Have your postal address as your own. As you have the business use on it you are covered wherever the car parked. The low risk address will make the price real cheap.
