Might also be the relay switch thingy (sorry to get technical :p ) - it went on mine and had a new one under warranty. Its located under the glove box behind the little plastic cover.

when i was braking my side lights came on,that was fun. Took the back light off and poured out about a litre of water from the lense.lol found out that the brake bulb holder was rusted.
have a look for water leaks.

check that the switch behind the brake pedal is working. sometimes this moves out of position. has happend a few times to me, they either dont come on, or stay on all the time lol

wont be the brake switch otherwise your high level light wouldnt work...

must be a fuse or relay!
