over revving?

my 2000 vtr seems to be over reving like wen i take foot off the gas a bit hesitant to come back down the revs. doesnt rev on its own but defo trys to keep revving after i have had it up by 5-6k any ideas?

mate i think its more than likely to be the stepper motor which takes care of the idle....

what should happen when you take your foot off the gas and press the clutch, the revs should drop BUT it decides to rev up a bit before it drops

could also be the accelerator cable sticking/coil pack/injectors
