use the just the torx bit and then use a spanner to get it out as there is little room to remove. this worked for me

spray the bolt with wd40 clean the inside of the bolt out

put the torx bit in it on an extension bar hit it with a hamer to shock it and used a ratchet on it

its normally the passenger side inner one thats hard to get as u cant get a ratchet on it as the radius arm is in the way. use a chissell and tap it and once tapped u will be able to turn it by hand, trust me its the easyest way that what i have do on about 14 different cars i have lowered and i replaced the bolts with 13mm ended insead of the torx bits as they jsut corrode however u can re-use the torx bits

as stevenet15 said i had the same problem with the pass side chisel worked a treat as for plate not moving have u taken the bolt out of the plate from the other side if not take it out then it should move no problem

I ended up rounding one of those torsion bar bolts, ended up dremmel'ing a line across the head of it and using a flat head to crank it off + used plenty of WD40 !
