Use a proxy, though if the system is smart enough it can detect what you're doing.
We've had a few websites blocked here at work. If you're meant to be working, why go on it?

Surf Control does stuff like that we implemented it here! Its really good, stop them slackers from slacking off!
We use a proxy on the LAN (ISA 2004), point all internet explorers at that, block anything going out on port 80 or 437 at the firewall except for the proxy server and jobs a good 'un! Your fucked!

Tbh, that kind of monitoring isnt such a good i dea anyway. Say you check the bbc website in the morning before you start your days work, then minimise it and work away as usual, then at lunch you pop it back up to have a look at the weather. Your boss will come bang on your door & say you have been on the bbc website for 4 hours, your fired? Pah!

There will need to be some sort of timeout though. Since page requests only last miliseconds, so if there was say a 10 minute time out and you nip on 10 times during the day for no more than 20 seconds each just to check the headlines then the system logs you for 1 hour and 40 mins of bbc surf time.
Even if it records times between page requests to catch how long your browsing session goes on for there would still need to be some kind of timeout which if you check the headlines quite a lot during the day might end up logging you for hours and hours even though you just pop on and off.
I've never came accross a good system to time netusage.
