Pretty certain it is mate. It'll leave brackets & other edges unprotected which could cause injury if you hit someone. Plus you'd have less protection if someone hit you.

I reckon in the short term, as Saxmaniac5 said as long as the numberplate is visible it shouldn't be a problem. The issues are with pointy nasty bits as mentioned above if there isn't anything too bad then it shouldn't be too much of a problem, jus don't try and take it through the MOT! lol!
