coolling problem and wining noise from what i think is the cambelt

hi guys a couple of problem on my m8s saxo 1.4 1999 saxo

1st- my m8 drove through a large puddle and got a hydraulic lock so he bought a second hand engine and put in but the head that was on the engine had the incorrect manifold on it so he changed the heads over beacause the head was alrite on the 1 that had a hydraulic lock but since he has change the heads over, he has had a whining noise at about 1500 rpm from the cambelt changed the waterpump and tentioner noise still present tention of the belt is correct oil level is alrite and oil pressure is ok. removed belt from alternator noise still present so alternator bearings ok.

2nd- cooling problem when driving around town in stop, start trafic the temp gauge goes jus over halfway and the fan kicks in which is ok, but when goin down the motorway the temp gause does not move off cold.

any help would be greatful

Noise may be the water pump? could be the cooling issue aswell
