Your plan sounds good, use wet and dry paper to get a good surface to paint. Laquer is a good idea, gives a great finish and seems to make them easier to clean.
i used 2 large cans of halfords primer, 3 300ml cans of polar white paint and 1 big can of laquer to do mine. Used way too much tbh!

Theres about a month of dirt on them here, but they Looked the nuts when clean!
