Default Allo wheels covered in tar and break dust. What do i do?

Ispent about half hour on each wheel today with a tooth brush and some engine cleaner to get the tar off. Some of it wont budge. is there a trade tip anyone could give me how to easily remove the tar?

i was thinking a hair dryer to melt the tar and brush it off with a old tooth brush. Something not to corse?
