wash them first with the pressure washer, then use two bucket method like you do on the paint, apply billberry wheel cleaner, dilute it to your needs light soiled or heavy soiled leave for 2 to 3 minutes to soak in then agitate with a wheel brush, if that doesn't shift the dirt try tar remover or clay bar that should get rid of it, all these methods should work as it works for me.
