I think that comment was aimed at your and not your friend (as you said you have only let her skip her duties for one day (or something like that..)).
Anyways. Sex is a major part of a relationship, but theres always periods where couples will put it off due to so many more important things in their lives.
Also depends on if you live together, how fresh the relationship is etc etc. Bit of a pointless thread IMO as the details are too grey.
If they're not in love and he thinks its worth dumping her over no sex for 3 weeks without asking her if there is issues, then so be it. (one of many possible solutions..)
