Sounds like bodged loom splicing to me.
I can only speak for my 106 (97 1.6 XS) but the wiring is not going to be worlds apart.
From what I recall, the fuel pump live should be turned on and off by the brown relay under the ECU in the engine loom. That then feeds power back to the fusebox, through the pump fuse and to the pump.
To make it painfully clear, the power goes...
Battery live - Engine loom multiplug - brown relay - Engine multiplug - fusebox -fuel pump - ground
On my current car the permanent live goes to the brown relay pins 8 & 11, and it returns fuel pump (and lambda sensor) power on pin 1. An interesting test would be to see if your lambda sensor fuse in the engine bay is getting power, as apparently it runs off the same power feed from the relay.
Will of course triple check this tonight when I get in from work, so take the above as provisional.
