I have no idea on the numbers but I would strongly suspect there are a lot more cars on the road than their were 20 years ago and the large majority will be younger drivers.
More young drivers on the road = More younger drivers involved in crashes
This leads to...guess what....higher insurance premiums for young drivers.

Which is exactly my point, its higher because there's more of them.
I bet if there was the same amount of older people as younger, then stats would be much different.
