They are painted with reflective paint. The law requires they are MADE of a retro-reflective material (IE, the light reflects back to the source, Vs. reflex-reflective where the light scatters in all directions).

Dubmeister may well claim they're legal - they would do - they're in the business of trying to sell numberplates They're not legal though unfortunately.
