You've got to do an ARDS test which is typically about £250. It's years since I did mine so check out the MSA website for more up to date info.
You must understand though that a race licence does not qualify him to do track days, only races and race tests for which you will need a fully safety specced race car (cage, extinguisher etc etc) and all the race kit, which all has to be scrutineered before he'll get on track.
If he just wants to have some time on track it's a very expensive way to go about it. Probably a better idea just to have some patience, see out his ban, and do track days when he gets his licence back.
Also, if he's not very experienced on track, he could very well be a danger to himself and others because race pace is night and day faster than track day pace and if he's not up to speed he'll probably crash trying.
