I'd like to know if there was any communication between him and tisandy within those 2 months
Once it hasn't turned up and excuses gets made or even worse if communication stops altogether, then you should straight away start trying to get your money back
The worst that can happen is the item arrives, then you just cancel the dispute
Or even if he hasn't posted it you can always pay again once you have found out why theres been no contact
