the theory is that a smooth port will cause the gas to stick to the side --so slight imperfections will cause a turbulent layer at the surface of port and allow mian body of gas to flow past with less drag--aircraft use it "boundary layer technology" on wings sometimes
difference will be very small --but yes polishing ports sells head jobs --doesn,t make head flow any better --the shape and size does that
