Arrow remote controller not working

Hi, i'm new here and i need help about my lock/unlock remote controller.
I bought new car saxo 1.5D 1999 and with the key i got remote controller for locking/unlocking the car (there are 5 buttons and 1 LED on the remote but i don't know for what are those and any of those does not do anything when i press it but the LED light up when i press any button) but it does not lock or unlock the car, i searched on google why i have that problem and i saw that i need to program my remote controller to be able to work but i can not find how to do it for my car so if anyone can tell me how to program it or what can be the problem for not working?

That's an aftermarket system.

Standard system in 1999 would be single button with infrared.

Later RF keys have 2 buttons.

Unfortunately, you're on your own with that one. It'll be down to the quality of whoever installed it or the aftermarket unit is faulty.
