Still trying to come to some sort of arangment. Skids says he can't refund me and del boy out money until pay pal has proof of items being delivered back to himself, then pay pal will release the funds to us.

if he tells paypal he has received the goods thats proof enough, if he wants the items back then return postage should also be supplied,

Not saying anyone is a liar here...but confirm everything that has been said with PayPal.

What i explained to del an rich.

My paypal balance was £0 after taking the money out. Del and rich put a claim in which paypal then placed a hold on the funds.Because i had taken out the money paypal put my balance to -£119. In order to use my paypal account normally i had to restore my negative balance, so i added back the £119 to it, making my balance £0 again.

I could still send del and rich the £119 no problem, not as a refund but as a payement. I cant though as i dont have the extra funds at this moment to actually pay to them, only the £119 which is currently on hold.

I cant do anything with the claims on my end because they are being reviewed by paypal and can only be sorted at del and richs end

A few people have been ranting on about me just giving them a refund, but its not as simple as that.

I am pretty certain although happy to be corrected that if a buyer has opened a dispute you can settle it by offering a full refund /partial refund etc then paypal will just reimberse them from the funds they have placed on hold. this doesnt require a proof of return either as said above all you have to do is tick the items received back box or something similar.
Also if you are happy to refund the people in question why not just call up paypal and discuss it with them telling them actually you do know want to refund them etc

i spoke to paypal this morning, and they confirmed that the seller 100% can still press refund even if he has escalated the claim on paypal. i explained that he doesnt want the bonnet back and they said thats fine aslong as he is happy to refund then they will close the case.. few ways to do it

can go to paypal.co.uk > click on resolution centre > press resolve claim > then it will say Refund on there.

they also said if you cant find it you can always ring them on 08707 307 191

or you can email in that you are happy to refund.

i have texted and messaged Skids_vts this information so hopefully this gets resolved tonight!

del.

told the above information to the seller, he replied the next morning saying he emailed paypal that he wants to refund me.

i spoke with paypal 10 minutes later and they searched every record on him and they have had no communication what so ever, no email's or phonecalls or even notes from the claim.

as i want to get it sorted and the guy at paypal knew what was going on, he has emailed the seller to say if he wants to refund me, if there is no reply within 3 days (2 days now as this was yesterday) then they close the case in my favour and i get my money back...

only downfall is they wont give me my money until i give them a signed for tracking number for the bonnet, but the seller doesnt want it back and im not spending more money that i dont have to ship out a dented bonnet

this whole thing has taken so long and its still not sorted, very annoyed!

I'm in the same situation, pay pal keep asking for him to contact them and they not have record of him emailing them, and he said he can't call them as it's no his account.

still nothing yet, he seems to be ignoring my text's, not answering phone calls, not replying via private message.

i dont see why it is so hard for him to just refund us and/or contact paypal and tell them this on the number i provided above.

Would it be a police matter though? More of a civil thing through the small claims court I would have thought?
