click on your profile in the top right corner next to Communitty, if nothing is there on the main page after you click on profile..no one has gave you any rep points or anything as of yet

you start with 10 points in the section under your profile mate (reputation level) , not your reputation power (under avatar)

Your Reputation Power is 3 (meaning that you can give/take 3 points from other people)
Your Reputation Points is much more than 10 (this is shown in your User CP). Click User CP (top left) or Profile (top right) to get there.

Reputation power is affected by number of posts, how long you have been a member, how many Reputation Points you have and other factors. I suspect that if you've not received any extra Reputation Points, you've been posting more, been here a little longer than earlier and your Power has increased because of that.
