just because hes sitting on the limiter doesnt mean hes gained full momentum/speed from a gear, for all you know.... and most prob in a race/sprint situation he'll be spinning the wheels bouncing off the limiter, if he changes up too early he wont be in the power band, and itll be like driving off boost...it will cost him time
edit- also in that type of "racing" the extra gear change loses you speed and puts you "faster" then you need to be, so better off keeping it in the lower gear revving high "on power"
