I cant see the pic as im at work at the mo but if its not too deep then
trying some minor abrasive polish may remove it.
Stuff like this really really pisses me off, whats the point of screwing with peoples cars...

Whats a PC if you dont mind me asking.
I use the same polish as that but the less harsh one on lighter scratches.
Takes a lot of arm muscle to get it working but its good stuff.

Aye, if it's not too deep it may polish out, but you'll need a machine to do it - no way anything more than a very light scratch will come out by hand. See if you can find a mate to help out before looking for a pro detailer, might save you some cash.
