Exclamation Saxo vts timing belt timing

I am replacing the timing belt on my vts, I've got timing pins in both cams and in the flywheel.
I've lined up the belt lines with the pulley parks and slacken off the 6 m6's on the cams.

I have then tensioned the belt with all pins in and marks lined up. The Haynes book says the cams should turn so they are part way along their slots.

This has not happened

It says if this doesn't happened then it's because the belt is a tooth out. Yet all Pins and marks are correct.

Any advice?

New parts are all exactly same as old, checked that

Yes it's a gates belt, exact same as came off, 134 teeth
