As for other forums... maybe a little harsh. Was having a bad day... but its also true. The rep system is not coming back - people need to get over that fact and stop pretending this place has 'really' changed in terms of the atmosphere and laugh and jokes between people.
The community rules haven't changed... so if people play by the rules - its the same as it was before. If people really are shallow enough to need rep to contribute, then its probably best they do find somewhere else to spam.

Just something I thought I'd mention, in case it has some value here. I'm a member of a forum called AVForums.com It's a huge forum, and it has a *type* of reputation system which works very well, and it's much harder to abuse. In a nutshell, you can add a "Thanks" to someone's post. You cannot do any type of negative action. Where you would normally see your rep score on SaxP for example, it's replaced by just two values: Thanks Given, and Thanks Received. What's also good, is that the Thanks given by a user to another, actually displays at the bottom of the post it was added to, so if any abuse such as "mates repping mates" took place, it would be very obvious to all users what was going on. Also, the fact that you cannot negative rep anyone also solves the issue you initially mentioned about new users getting silly negative reps from more experienced users. The fact that this site's rep system functions much more publicly than SaxP's, shows how it can work.
Losing the rep system on here is a huge loss, as many people use it almost like currency. It provides a lot of motivation, and I really believe it would be too much of a loss if it was permanently dropped. Let's not let a handful of users ruin the experience for everyone else...
