I'd love to cut the loss of the £5 but at the same time he deserves to be banned for being an arsehole and not refunding (successfully refunding) the money. I bet deep down in The woodwork there are more people out of little bits of money but haven't come forward.
He can't be allowed just to get away with it because it's small amounts and no matter how loyal you are to him bikekid he's obviously a tit and can't face up to his 'incredible' debt!'
