Luke, find some free webspace where you can upload you're site to and create it using frontpage (similar to word). Create you're graphics with Photoshop and you're laughing.
When uploading you have to upload everything and keep everything in one directory, name the first page you want people to see index.html too.
Then upload away.
Once you get the gist of frontpage, move onto dreamweaver.... then you'll pick up the rest as you go.

Front Page is like Windows to me. Damn right useless and poorly written code, not worth a trademark or money.
I hereby grant you access to the world of *nix, here you will find not only free software but programmatically amazing code that will make yourself a better web developer, if, developing is what you want to get into. If you prefer to design websites, I hate to say it but Windows is the way to go. Programming, stick with some form of *nix.
Note, my words are biased as I haven't used a Windows box for over two and a half years and don't plan on having one either.

I program for windows, found it a lot easier than *nix, Plus you cant beat a good RAD platform, Delphi or C#.NET.
