my site should show up in 2 frames but splurges japanese characters instead:

Looks ok to me?. Which browser are you using?. seems fine in ie7.

You've not declared a <frameset> doctype.

in the <head></head> and it may work a little better.
I also get the Japanese Characters, but only on occasion. Is your character encoding set to UTF-8?

I've tried adding the frameset, but its the two individual frame sources that seem to be the problem.
Whem you view the source for the two separate frames, the japanese characters are all you get. Could be corrupted files.
Do you have backups of the files Rem?
Or even an offline copy of the source that I can have a look at?

Problem sorted. lack of charset was causing the problem. All sorted now
