Default Cheapest Mpeg recording device?

Whats the cheapest device you can get to record Mpeg video footage?

Im not looking for a phone as the picture+sound quality is too poor.

Would it be cheapest to buy a new digi camera with a recording option or a digi camcorder?

Looking to take/make short Mpeg videos not only for car stuff but for family and holiday use.

Thanks guys

Depends on length of video, quality you want etc etc. A digi-cam will only hold limited data due to the storage mechanism (i.e flash card).
