Found it
Apparently the pin configuration of the VW relays is compatible with Saxo's and it lets you programme the intermittent interval between wipes. So I'll probably heads to a scrapyard / eBay and try to find one and will report back to say if it works.

My mother has the programmable relay in her mk3, the part number is 357 355 531. In looking around, it seems that the part has been made by Bosch, Hella and Dineco, with each having their own number for it, but the good thing is that the relays seem to have been used in several different car makes, which should make it even easier to find it at the yard. It's been used in Opels, Saabs and probably some other ones... I tried her relay in my mk2, and it works perfectly, so this is the part you're looking for...
From what I’ve found, the part numbers seem to be:
Bosch: 0 986 335 058 (EasyTronic)
Kostal: 377 955 531
VAG stamp their relays, and the programmable one is stamped 99, whereas the non-programmable one is usually 19...

To programme it push the wiper to the intermittent setting, then switch it back to the off position.
to set the cycle you just turn it back on again, and however long passed between turning it off to back on, that's how long between wipes.

VAG relay number:
19 = front wiper intermittant relay
99 = front wiper variable (programmable) intermittant relay
