I've spoke to his mother and she said if he doesn't get it all sorted she will sort it
If not then contacting the police is the last option and if he has any sense he wont let it come to that

Phone Paypal mate. UK Customer services number will be on the website. Ask them why you cannot dispute the transaction. In this case, they may be willing to help given the amount of other disputes on this guys account

with paypal if there is no response they will refund you sometime a bit earlier so keep eye on it had similar problem myself and waited within the time and got money back about 5 days early
