OBD
I have found a fault code with my scanner,but my eml is not on.
could anyone explain what is going on .
the code is po380 glow plug problem.

If this is a 1.5D engine, ECU codes aren't to be trusted. the glow plug circuit is TOTALLY separate from the ECU. the ECU cannot detect glow plug faults.
obviously if you have a petrol engine this is clearly an error.

Codes starting with P0XXX aren't manufacturer specific. That's the whole point of OBD
However, P1, P2 etc codes can be specific
as can codes starting with B, C and U. I think - none of my cars can produce these codes so never looked into it in detail.

if its pre 2005 then you can never trust the codes given with a generic tool, more often than not you need a Manufacturer specific diagnostic tool

It doesn't go by year
OBD2 has been a standard since 1996. ANY generic tool can read the basic codes no problem.

What about these cheap bluetooth/wifi devices for android? ELM327 they were called?

nope, its 2005 they have to for EOBD.
correction, 2004 for diesels, 2001 for petrol for clarification, many manufacturers like VW have used the OBD2/EOBD protocol for years, around 96 like you mentioned, however the french ones have tended not to.
you will get a code but they will be wrong or misleading.

They will work with OBD2 only
They won't work with EOBD generally
