Default Mystery of the my saxo?

So i have a 1.6 8v vtr from 99 (88hp), recently when i was installing a oil catch can i blew through the hose which was connected to rocker cover. i noticed air comming out of this hole shown below. (this hole is covered with a screw, when covered there is no air commning out of the hole. There does nog come air out of the hole on the bottom)

Anyone know's why?

If it's not oily, I wouldn't worry about it.

There won't be positive pressure in your rocker cover.

well on the image u can see on the bottom screw i have a piece of metal attatched to secure my intake pipe. I had it for a year on the top hope, and under the bracked there was comming a continue grey thick liquid.

Now i have attachted it on the bottom screw,

my question is, what is the purpose of that top hole which i topped of with a screw? does it has to be open or closed?
