Default wierd marks on my car

i9 got these wierd scuffs well i dont no what to call them but i cannot remove them just giving my car a normal wash its like my paint had has faded but flaked aswell its reali wierd but if i got a photo of it would any1 bve able to give me a bit of adive on it please ?????????
