Default Cabin Ventilation allways maximum

Can someone exaxtly tell me whats broken with my "blower motor" since i've tried finding the issue but i can't.

So it allways runs nearly at stage 4 there is a slight increase between 3 and 4.
So i disconected the control modul from my middle console, nothing changed still running at full speed, borrowed another blower motor from a friend just plugged it in my passenger footweld and still as soon as i turn it the engine on it runs at full speed.
Since i do not have another control modul to test, it would be very kind if someone can tell me exaxtly if this thing is the problem or could point out something else.

Sounds like the fan motor resistor, cant be 100% though if you say you have already tried another motor.

Normally with the motor fixed at 1 speed this would be the case.

I do have tried another one but, my Saxo is a Facelift Model with air condition and 4 Steps on the dial , and i've tried one out of a 106 1997 basemodel with only 3 steps, if this matters?

Today i took apart my "rotary switch"?, and messured the resistance, it was very hard to get a reading but in the end it was like 60, 80, 100, 120 and 150 ohm, when switching through all fields of contact.
Cant be that thing either?

Anyone else got some hints for me?
