Hi I was hoping someone will be able to help me with my problem.

I have a 1999 Citroen Saxo 1.1i

It starts first time from cold but when I go on a short journey and turn it off when i come back five minuets later it won't fire.

Hope you can help me

That's too difficult to diagnose without seeing it.

Does it start hot when you press the accelerator? Is it still using fuel normally? is there an engine management light on?

There is no engine management light on, while I am turning it over I have to blip the accelerator a bunch of times and the fuel is being used normally.

Right so it starts when you pump the throttle pedal?

Pumping the throttle pedal advances the injection, you get acceleration enrichment. So it injects more fuel.

This would lead me to the fuel system, probably low fuel pressure. The fuel pump might be worn out.

when it's running, the ECU can compensate for the low fuel pressure.

That's my best guess based on what you've said.

Ideally, you need to take this to a garage. It's going to be impossible to tell you all of the things it could be step by step.
