I cleaned one up yesterday what was equally as black as that it from a mr2 turbo stainless steel i used a kitchen scrubber and some very hot soapy water it got rid of most of the tar spots and also cleaned away the black carbon deposits give this a try they really good if the scourer dont work try a brillo pad

all peco's r painted unless its stainless, they always ave been as for the tail pipe try a scotch pad. then autosol
