The big issues with alot of things like this is it often ends up being spammed up with utter drivel and turns into a popularity contest.
So you end up with people voting for a girl they are trying to screw and not the quality of work. If people then want the images turned into a calendar then the club will need to pay for an order and who would want a calendar with tons of shit pics which won due to a dodgy voting system.

but i reckon if everyone used common sense it will be ok.
plus im not up for the calender idea tbh.

Maybe you should just start it in photos/progress thread and see how it goes surely if the mods see that its going well they may sticky it. Also maybe sign 3/4 people to just modarate the thread and be judges but without any other members knowing so there is no voting for popular/mates pictures.

Just do it like how we did the photoshop comps.. someone create a thread in photos/progress with a theme for the months photo and a cut off date to get your pics in.. Everyone post their pics in that thread, only their first submitted photo counts etc. Then when times up, a poll thread is created with all the pics and people vote? And as people have said, if mods think it seems to be going well, they will more than likely get involved to improve the process?
