So, when the engine is cold, unburnt fuel goes into the exhaust. Raw fuel can damage the cat or make it less effective.
So the air pump lets fresh air into the exhaust so that there's enough oxygen to burn that excess fuel - which heats the cat up and improves cold start emissions.
