all instructions will come with the router but in simple form ...

router plugs into the phone line which will pick up the broadband,

wireless lan card on your laptop (or if you have a desktop pc pluged into the router by cable) will pick up the broadband

If you connect to a wireless network, the router will assign you a network ip, eg "192.168.1.101", that ip is not unique to the internet, so if you do something illegal it will be the network owner with police banging at his door.

connecting to an open network (no password) isnt illegal as its a legal requirement for businesses etc. to have adequete security on the network, cracking the WEP or WPA code is illegal however.

we was learning about this in uni and its not illegal to use someones internet if its open and not passworded, but gaining entry to a secure network is illegal.

if its open then use it

Gaining access to a non-secure network may or may not be illegal, however the usage of bandwidth and data allocation is technically illegal, although AFAICR there is no precedent for legal action being taken.

I would be interested to know how your neighbour would react to you taking a free ride off his connection. Some may be glad that you've hilighted a loophole in their network security, some may want to punch you! Don't forget, you will have to live next to them for some time, so work out if it's worth the hassle.
