resize image and improve quality

if its possible could someone resize but at same time make the quality of this picture alot better was taken by iphone but would like it better

A bit more info is required for both (i.e. re-size size).

Make the quality better? How? There's not too much you can do apart from a few tweaks.

you can't invent data that ain't there in the first place. For your photo sessions, use a camera.
