Stupid questions:

What is the meaning of "Staggered" alloy?

If you have a normal alloy is there any possibility of putting a dish on it, if so how?

No. Unless it's a split rim you could maybe fit a wider dish, or if it's steel you could get it banded but regular alloys it's a no.
