the bubbling is just the paint, alloys or well alloy metal, its a non ferrous metal so its just taking it back to bare metal

im guessing you wouldnt need to use the paint stripper and wire wheels ect if your wheels wherent painted? e.g just the standard finish

Mine didnt rust, but you have to keep them clean and polished.
Some laquer after to protect against dirt etc for longer, but I hear this takes some of the shine away.

But they can corrode and form Aluminium Oxide, which is the white powdery stuff that appears on Rocker Covers when left for ages

The lacquer can be polished up using Autoglym. If you had the tires off, i'd polish them up as this guide says, have a bodyshop coat them in 3-4 layers of lacquer, then flat that and polish it up as normal car paint. Would look pure sex after!

thing is with a polished surface the laquer wont stick to it as it will need to be sanded for a key so that the laquer will adhere to it
there is a product called zoop sealent however and its for polished surfaces
also autosol is a metal polish and wont work over laquer, you wouldnt need to as the laquer would stop the dulling/tarnishing process, but still youd need it keyed like i said, ony thing out there is the sealents
I just used poorboys wheel sealent to protect mine, used to repolish every few week and they were fine
