You don't need to do a system restore if you can boot into Windows, that should literally be a last restort

Boot into safemode
Uninstall every program that didn't come with the laptop
Run a malware/virus scan with something like Malwarebytes free edition

I am almost certain this will work without losing any personal files

You either have something malicious on the laptop or a piece of software that the operating system doesn't like for some reason

You only need a system restore if you can't boot into Windows or safemode

Open the lid and hold the on/off button down for 5-10 seconds which will power it off

Press the on/off button again to power it up

As soon as you get the black screen with white writing, tap the F8 key on the keyboard a few times and a menu will pop up

Choose the option for 'Safe mode with networking' and wait for it to load the desktop etc

Go into the control panel, double click on 'Add/Remove Programs' and uninstall every piece of software that did not come with the laptop when you bought it.

Then, open a webpage and do a google search for 'malwarebytes' and download and install the free edition from the website.

Once installed, run and full system scan and allow it to remove anything it finds.

Then reboot the laptop and allow it to boot normally (i.e no safe mode) to see if that fixes it

Easy to do and less of a ballache then restoring everything

No bother mate let me know if what the other guy's helping you out with (Safe Mode, uninstalling software etc) doesn't sort it.

If its on XP then the recovery can be acessed by either,

keep pressing F10 or 11 when you very first turn on the laptop

there may possibly be a folder in your start menu called Toshiba the rovery options may be in there.

Or the laptop came with recovery disks
(In not 100% which one it will be as each laptop has a different way to access recovery)

If you cant find any either take it to a PC shop, or borrow some XP disks of a friend and do it yourself.

If there is nothing on your laptop you want to keep you may as well format the drive and reinstall windows.

You do this by inserting the windows disc and booting from disc, then following the installation (including formatting). Very simple to do and the best option if you're going to do anything as it will totally wipe everything so you can start again.

Then you restore.

I just suggested it because it's the preferable alternative.
