crude way would be to make it hidden? but im sure theres an app that allows you to password protect files. alternatively stick it in system files, which if you setup right, you have to be an administrator to access i think??

Vista does not come with the ability to password protect files/folders. You can prob download sum free ones but they can probably be cracked by someone.
Depends on what you want to protect. You could encrypt the files using something like Truecrypt, which is completey free. Its what i use and it uses a combinaion of AES, Serpent and Twofish algorithms. Its uses a 256 bit block cypher that to date has never been cracked. Make sure your password is at least 30+ characters to stop brute force atacks.
