Can I complain about it just being a form of littering and it being generally inconsiderate?
@Ewyn, maybe you would have to be very unlucky, but there really is no reason to do it in the first place and even if there is a tiny chance, surely it's better to just be considerate and not chuck it out the window?

It's perfectly fine because some may do it in town centres, and it's considerate as long as it's done at low speeds and no one else sees it.
